Using web based services to build better strata communities

Access to the internet has become a modern day requirement for most. Recent surveys show that almost all Canadians have several computers with access to web services. We have seen how this can work for good or bad. All of us are aware of how the bullies among us can use the internet to do serious harm with apparent ease and little consequence. Can Stratas enlist web based services to do good instead of harm? With some careful planning and monitoring, I believe we can use these systems to help us build better strata communities.

Jim Hooton lives in the Comox Valley on Vancouver Island and has served on his strata council for the last ten years. For the first nine years, the Strata was self administered, and Jim volunteered as secretary treasurer managing the finances and record keeping. This role fit well with his background as a Dean of Students in the B.C. post secondary education community. Some years ago, Jim partnered with Jo Hund, the CEO of ClearCove Software to develop a web-based service for strata councils called the Organizer. Jo had been the president of a housing co-operative in Victoria and had experience with developing software for the “community” based housing sector. In addition, Jim and Jo developed a provincial service called the Forum. Jim sees web based software as an opportunity for owners to have a more effective, productive and meaningful strata experience.

Strata operations: Easy Accounting for Self-Managed Stratas

The vast majority of stratas in BC are small and self-managed (nearly 80% have fewer than 25 units) and may think that they need an accountant to do the books. Bookkeeping and the preparation of financial statements for strata corporations doesn’t need to be complicated. To comply with the Strata Property Act, all that is usually needed is an accurate and complete record of revenues received and payments made each month, as well as a budget and a financial statement that comply with the Strata Property Regulation. In this presentation, you'll see a demonstration of STRATACCOUNT, an easy-to-use spreadsheet program designed for self-managed stratas with little or no experience with bookkeeping.

Strata operations: Appointing an Administrator

The Court may appoint an administrator to take on the responsibilities of a strata council where a strata corporation has, among other things, been unable to govern itself effectively or address necessary repair and maintenance. In this session, you will learn about the circumstances in which an administrator may be appointed, the process for applying to the Court to appoint an administrator and the advantages and downsides of doing so.

Matthew Nied is a Vancouver-based lawyer and the principal of Nied Law – Litigation Counsel. His litigation practice covers a wide range of cases including strata disputes.

The Civil Resolution Tribunal – How to Search CRT Decisions

Reading CRT decisions can help strata owners and council members decide if they have a legal claim under the Strata Property Act or bylaws, how successful they might be, and what evidence might help prove their claim. All CRT decisions are posted publicly on the CRT Decisions web page. With over 2,400 strata decisions available to read, how do you find decisions of interest to you? In this presentation, you’ll learn how to search the CRT decisions database by name, date range, using key words for certain topics, and references to court decisions or sections of the Strata Property Act.

Eric Regehr was called to the Bar in 2011. He was appointed as a CRT member in 2017 and vice chair of strata, societies and cooperative associations in 2023.

The Civil Resolution Tribunal (CRT) is Canada’s first online tribunal. It’s part of the British Columbia justice system and offers an accessible, affordable way to resolve disputes without needing a lawyer or attending court. The CRT has jurisdiction over most strata claims in BC and encourages a collaborative approach to resolving disputes. The CRT offers free legal information and self-help tools to assist the public in resolving disputes as early as possible. If a claim is made and participants can’t reach an agreement by negotiation or facilitation, a CRT tribunal member will make a decision about their claim. Tribunal members are independent legal experts and their decisions can be enforced like court orders. Learn more at civilresolutionbc.ca

Economic and Housing Outlook

After two years of rising interest rates, what will 2024 have in store for the Canadian economy and the BC Housing Market? This presentation will cover the outlook for growth, inflation, the Bank of Canada and both the short and long-term outlook for the BC housing market.

Brendon Ogmundson is the Chief Economist for the BC Real Estate Association. He holds an MA in Economics from Simon Fraser University and is a CFA Charterholder. Brendon specializes in housing market analysis and macroeconomic forecasting and is a member of the BC Ministry of Finance’s Economic Forecast Council, a contributor to the Philadelphia Federal Reserve's Survey of Professional Forecasters. Brendon was also recently named one of the most influential economists in BC by Business in Vancouver for the third year in a row.

The changing real estate landscape

Whether it is housing policy, supply and demand economics, the regulatory environment or affordability, there is change happening at a pace that is untenable. How can collaboration between government, regulators, industry and other stakeholders build confidence and ensure the right decisions are being made?

As a former managing broker and REALTOR®, Trevor Koot’s nearly two decades in organized real estate gives him hands-on expertise in understanding the profession’s needs. Before stepping in as CEO at the BC Real Estate Association, he served as CEO of Kamloops and District Real Estate Association for four years and Kootenay Association of REALTORS® for three before successfully merging the two into the Association of Interior REALTORS®. Trevor’s leadership in the real estate sector began long before his CEO career when he was Chair of the Saskatchewan Real Estate Commission for five years. He played a key role in redrafting provincial real estate regulations during his tenure. Trevor also served two years as Chair of the Governance Committee at the Association of Real Estate License Law Officials. He holds multiple degrees, from a Bachelor of Science in Kinesiology and a minor in Mathematics through the University of Saskatchewan to a Master of Business Administration degree through Royal Roads University. Trevor is adding to his extensive education through his current pursuit of completing a Master of Laws degree at York University.
